Water around the base of a toilet

The short answer

Water at the pan base is either coming from above and running down, or from the pan connector below. Drying and watching decides which.

That traps water. Sealing the base is done after the cause is fixed, not instead of it.

Long-term leaks rot chipboard around the pan; that often has to be cut out and replaced.

Condensation on a cold cistern in a warm room is a genuine and often-missed cause of a permanently damp floor.

A failing pan connector usually smells and worsens after each flush rather than being constantly wet.
